The Hertie School is launching a new large collaborative research project Plattform #Staatsmodernisierung to support German government´s modernization agenda funded by a research grant of the German Ministry for Digital Transformation and Government Modernisation (BMDS). The research will focus on the five key areas of Germany’s modernisation agenda – debureaucratisation, better regulation, citizen-centred services, strategic HRM, and government efficiency – while also addressing specific reform projects and cross-cutting issues such as performance management, cross-government collaboration, leadership, change management, and the implementation of AI in government.
To support this research programme, we are seeking three highly motivated Researchers (either a part-time (50%) or full-time (100%). Earliest starting date on 1 August 2026 for a period of up to 3 years. The appointments offer the opportunity to pursue a PhD in the area of public administration at the Hertie School.

  • Conducting policy-relevant empirical research in various areas of public administration reform, both independently and in collaboration with other researchers;
  • Building and maintaining relationships with government organisations across Germany  to support data collection and the dissemination of research findings;
  • Collecting and analysing data, and communicating research findings through workshops, conferences, including social media;
  • Preparing research publications, research reports and policy briefs.

  • An excellent university degree (Master or equivalent) in Public Administration, (Public) Management, Public Policy, Organisation Studies, or a related discipline.
  • A strong knowledge of and interest in public administration research and practice in Germany, ideally complemented by initial professional experience in the German public sector.
  • Demonstrated experience with empirical research, evidenced through Master’s thesis, publications, research plans and other projects.
  • Excellent communication and presentation skills, including experience in writing research reports and communicating findings to both academic and practitioner audiences.
  • Full fluency in German (minimum C1 level).
